Mandate lifecycle
Each vault exists because holders voted for it, and continues only while it meets the reporting standard attached to its proposal.
Any participant meeting the proposal threshold can specify a new sector mandate, its ceiling, its review standard and its reporting duties.
Independent technical, financial and legal reviewers publish findings before the vote opens, not after.
Staked ELD decides whether the mandate exists and how much capital it may draw.
Funding is milestone-linked. A missed milestone stops the next tranche without requiring a new vote.
